The Director of Adult Education, A.P., Hyderabad submitted a proposal for a special project to improve female literacy in low female literacy Mandals. The project aims at substantial increase in female literacy rate which is critical for improvement of social and demographic indicators in the State. The Special Focus Literacy Project will be implemented in 470 Mandals in (19) districts where Saakshara Bharat Programme is being implemented. Under this project, two Instructors will be appointed per Gram Panchayat in 9505 GPs located in 470 low female literacy Mandals in the State. Each Instructor will enroll 30 non literates and conduct literacy classes for a period of (6) months and will be paid @ Rs. 1000/- per month as honorarium. The Director of Adult Education, A.P. Hyderabad also requested the Government to sanction the project by providing Rs. 22.81 crores per year to enroll 11,40,000 non-literates in the age group of 15 -50 in two batches.
Government after careful examination of the proposal, hereby issue administrative approval for implementation of Special Focus Programme in 470 low female literacy Madals in 19 Saakshara Bharat districts duly engaging two Instructors in each Gram Panchayat in 9,505 Gram Panchayats. Further, the Government also hereby accord administrative approval for an amount of Rs. 11.41,00,000/- ( Rupees Eleven crore, fourty one lakh only) to implement Special Focus Programme to cover 5,70,000 non-literates in the age group of 15 -50 in 470 low female literacy Madals for a period of (6) months on pilot basis.

Guidelines for implementation of Special Focus Programme in low female literacy Mandals in the 19 districts of Saakshara Bharat Programme
The Government of Andhra Pradesh decided to implement Special Focus Programme in 470 Mandals by covering 9505 Gram Panchayats which are located in 19 Saakshar Bharat districts. Emphasis will be on 15-50 Age group women. - The Director of Adult Education, A.P., Hyderabad who is also Member Convenor, Andhra Pradesh State Literacy Mission Authority (APSLMA) will implement the special literacy drive.
- Gram Panchayat will be the unit for literacy drive.
- From among non-literates identified in survey, 60 non-literates have to be enrolled in 2 centers. In each center 30 non literates will be enrolled and these centers will run by an instructor.
- The Gram Panchayat Lok Siksha Samiti will identify and appoint two instructors in each Gram Panchayat to run special literacy centers.
- These instructors should possess minimum qualification of 10th class (Pass or Fail) and he/she should be a resident of the same GP. Preference shall be given to establish the special literacy center in SC/ST/Minority locations.
- The duration of the special literacy center is (6) Months.
- The Instructor has to give a undertaking stating that he/she will enroll 30 Adult non literates from out of the identified non literates in the Gram Panchayat in the age group of 15-50 years and he/she will run this literacy center for 2 to 3 hours every day.
- He has to teach two primers.
- Out of 30 learners enrolled by each instructor at least 25 learners shall become fully literate as per National Literacy Mission Authority norms.
- The instructor will be paid an amount of Rs.1000/- per month as honorarium for a period of six months. This amount will be paid in two installments. First installment amount Rs. 3000/- will be paid after three months based on the progress of completion of Primer-I and the remaining Rs. 3000/- will be paid after successful completion of course by at least 25 learners as per NLMA norms. The learners shall appear to NIOS test.
- APSLMA will provide required Teaching and Learning material to the ZLSS from Saakshar Bharat funds for the above centers.
