Orders in the GO.65 are as follows:
- In the reference 3rd read above, the Commissioner & Director of School Education, A.P. Hyderabad has reported that in G.O.Ms.No.92, Education (SE.TRG) Dept., dated 6-11-2007, Government of Andhra Pradesh has issued Rules for Approval of Staff for Private Elementary Teacher Education Institutions in the State based on the National Council of Teacher Education (NCTE) Norms, 2007 for Elementary Teacher Education. The National Council of Teacher Education has issued new norms for Elementary Teacher Education Programme, 2009 leading to Diploma in Elementary Teacher Education (D.El.Ed) vide reference 2nd read above.
- The Commissioner & Director of School Education, A.P. Hyderabad has further reported that the Director, SCERT has constituted an in-house committee to examine the Rules issued in G.O.Ms.No.92, Education (SE.TRG) Department, dated 6-11-2007 and the new norms of NCTE for making suggestions on changes to be made in the rules issued in G.O.Ms.No.92, Education (SE-TRG) Department, dt. 6-11-2007. The committee after careful examination of all the documents in the light of the needs of the Diploma in Teacher Education course being offered in the State has made the following suggestions:

Note: in case of P.G. courses, applied courses like Micro- Biology, Bio- Chemistry, Organic Chemistry, Genetics, Bio- Technology, Geology, Geo- Physics, Astronomy, Astro- Physics, Econometrics Computers, Electronics, Statistics, Applied Politics, Public Administration, E- Governance, Population Education or any other course related to School Subjects shall be considered.

Note:
i. if a Lecturer post is filled in one subject (Fine Arts and performing Arts/ Physical Education), one expert in the left over subject will be engaged on part- time basis.
ii. If candidates with PG in Fine Arts and performing Arts / Physical Education
are not available, the candidates with UG may be considered.
iii. One of the Lecturers will be kept in – charge of the
Library.
Note: (1) Whenever a minimum of 55% marks is prescribed, relaxation of 5% is permitted in respect of candidates belonging to S.C., S.T. and P.H Category. - The Commissioner & Director of School Education, A.P. Hyderabad has requested the Government to issue necessary orders as per the suggestions of the committee shown in the table above worked out duly keeping in view of the new norms and standards of NCTE – August, 2009.
- Government after careful examination of the proposal of the Commissioner & Director of School Education, A.P. Hyderabad, hereby agreed the suggestions made at coloum 3 at para 2 above with immediate effect regarding selection of teaching staff in Private Elementary Teacher Training Institutions in the State.
- On finalization of selection procedure, the updated staff lists with full details and selected candidates’ photos should be submitted along with minutes of the selection committee to the Director, SCERT, A.P. Hyderabad for approval and also to ensure that all the selected candidates have all the requisite qualifications and for being placed on the internet, to check and prevent one candidate being shown as faculty member in two colleges. The management of the Institution after receiving approval can issue appointment orders to the newly selected faculty.
- Travelling allowance, Dearness allowance, sitting charges to be the members of the staff selection committee shall be borne by the Managements of the Institutions.
- The Commissioner & Director of School Education, A.P. Hyderabad, the Director, State Council of Educational Research and Training, A.P. Hyderabad is requested to take appropriate action accordingly.
