The orders of CSE are as follows:

1. I wish to inform that on up-gradation of posts an order was issued to all the DEOs in the State vide this office Procs.Rc.No.882/(D1-4)Estt-IV/2011-1 & 2 Dated:12.12.2016 to upgrade 1450 Language Pandits as School Assistants (Languages) and 1200 PETs as School Assistants (Physical Education) as per the Govt. Memo No.10093/Ser.II/A1/2012, Dt:25.10.2016. 
2. Further, I wish to state that, through reference 5th cited, it was requested to issue necessary instructions to all the D.D's Treasury & Accounts in the State for authorizing payment of salaries in respect of certain teachers promoted in the newly upgraded posts and stated said posts under salary Head of Account vide G.O.Ms.No.14 Education (SE - TRG.A3) Department, dated:25.01.2009. 
3. In this connection, it is stated that, as per rules in force, 70% posts alone need be filled in by way of Promotion and 30% posts have to be reserved for Direct Recruitment. Since, the Language Pandit (Telugu & Hindi) & P.E.Ts whose places upgraded as School Assistants (Telugu; Hindi & P.D) the teachers working in these posts had to be kept under DEO Pool and they need to be adjusted for want of vacancies in the against posts / up-graded posts. The teachers so adjusted against the posts will be accommodated against the posts will accommodated against clear vacancies immediately as and when the vacancies arise in the District. 
4. Further, I submit that in the reference 7th cited, the District Educational Officer, Vizianagaram District has submitted the particulars of Languages Pandits (Telugu & Hindi) and Physical Education Teachers (PETS) who were kept under DEO Pool during rationalization and were adjusted against the  available vacant posts of School Assistant (Telugu & Hindi) and School Assistant (Physical Education) for the purpose of claiming of their salaries for want of clear vacancies in the district and such teachers so adjusted are not getting their salaries and hence requested to issue necessary instructionVo the concerned officers for admitting the salary bills preferred by the DDOs concerned in respect of these LPs and PETs who were adjusted against the vacant posts of School Assistants (Telugu, Hindi and Physical Education).
5. I, therefore request, the Director, Treasuries & Accounts, A.P, Amaravati to issue necessary instructions to all the Deputy Directors, Treasuries & Accounts concerned to allow the claims preferred by the D.D.O's concerned in the Districts to draw and pay the salaries of the teachers so adjusted against the posts as per the directions issued by the office to avoid hardships to the teachers due to lack of salaries.
