- In the reference 1st read above, the Commissioner of School Education, A.P. has requested to approve and issue orders for conducting “Gnana Dhaara” programme in residential Mode during summer vacation in respect of students transitioning from Class 5th to Class 6th and from Class 9th to Class 10th (with D1 and D2 Grades) studying in Government, Government managed schools and in all Residential Schools from 28th May, 2018 to 9th June, 2018 and requested to sanction required budget @ Rs.105/- per child towards development of remedial materials, teaching material for teachers and campaign for the Summer Residential Program in addition to the Boarding and Lodging expenditure of Rs.900/- per student totaling to Rs.1005/-. And also requested for conducting remediation year long programme with classroom teaching, in the form of Gnana Dhaara Learning Enhancement Program(LEP), which would aim to provide remediation to students from Classes 2nd to 10th in Languages, Mathematics and Sciences from 15th July, 2018 to 31st March, 2019.
- 2. Tribal Welfare Department have agreed to conduct “Gnana Dhaara” programme in residential Mode during summer vacation in respect of ST students transitioning from Class 5th to Class 6th and from Class 9th to Class 10th (with D1 and D2 Grades) studying in Tribal Welfare Residential Schools, Ashram Schools, Government and Government managed schools and meet the tentative expenditure of Rs.3,60,81,510/-( Rupees Three Crores, Sixty Lakhs, Eighty One Thousand, Five Hundred and Ten only). However, the Secretary, APTWREI has been authorized to meet the expenditure from the funds available under BE 2018-19 subject to the condition that the actual expenditure shall be incurred as per the actual number of students enrolled for the “Gnana Dhara” programme vide reference 2nd read above.
- 3. Social Welfare Department have also agreed to conduct “Gnana Dhaara” programme in residential Mode during summer vacation in respect of SC students transitioning from Class 5th to Class 6th and from Class 9th to Class 10th (with D1 and D2 Grades) studying in Social Welfare Residential Schools, Government and Government managed schools and meet the tentative expenditure of Rs.7,93,06,560/- (Rupees Seven Crores, Ninety Three Lakhs, Six Thousand, Five Hundred and Sixty only). However, the Secretary, APSWREI has been authorized to meet the expenditure from the funds available under BE 2018-19 subject to the condition that the actual expenditure shall be incurred as per the actual number of students enrolled for the “Gnana Dhara” programme vide reference 3rd read above.
- 4. BC Welfare Department have also been requested for their consent for conducting “Gnana Dhara” programme in respect of 142483 BC students and to provide an amount of Rs.14,31,95,415/-( Rupees Fourteen Crores, Thirty One Lakhs, Ninety Five Thousand, Four Hundred and Fifteen only) from their budget. Orders shall be issued by the BC Welfare Department in this regard.
- 5. In the circumstances reported by the Commissioner of School Education, A.P. Amaravati and basing on the orders issued by the Social Welfare and Tribal Welfare Departments, and after careful examination of the matter, Government hereby accord permission to the Commissioner of School Education, A.P. Amaravati to conduct “Gnana Dhaara” programme in residential Mode during summer vacation from 28th May, 2018 to 9th June, 2018 in respect of SC/ST/BC/OC and other community students transitioning from Class 5th to Class 6th and from Class 9th to Class 10th (with D1 and D2 Grades) studying in Government, Government managed Schools, Social Welfare Residential Schools, Tribal Welfare Residential Schools, Ashram Schools with the following conditions as this Summer Residential Remedial program intends to smoothly transition into the sustainable remediation, ensuring the flow of knowledge and address learning gaps:-
1. This programme is for the benefit of students and should not be compulsory rather it should be demand based
2. Take willingness of parents, School Management Committees to send the children to the programme
3. Students shall be accommodated in the Residential Hostels where there are all facilities such as Classrooms, Dormitories, Safe drinking water, clean toilets with running water facility, uninterrupted electricity, fans are available
4. Provide necessary medical aid in consultation with Health Dept
5. Children should not be allowed to go outside during hot summer
6. The parents shall be informed where their children are accommodated
7. Adequate safety arrangements/security shall be provided to the students.
8. All precautionary measures to be taken to avoid untoward incidents. In case of any incident occurs, it will be viewed seriously and action will be initiated against the responsible persons as applicable under disciplinary proceedings. - 6. Permission is also accorded to the Commissioner of School Education, A.P. to meet required expenditure in respect of students transitioning from Class 5th to Class 6th from SSA funds and in respect of students transitioning from Class 9th to Class 10th from RMSA funds for the material @ Rs.105/- + Rs.900/- for boarding and lodging charges totaling to Rs.1005/- per student. However, the Commissioner of School Education is authorized to meet the expenditure from the funds available under BE 2018-19 subject to the condition that the actual expenditure shall be incurred as per the actual number of students enrolled for the “Gnana Dhara” programme.
- 7. Permission is also accorded to the Commissioner of School Education, A.P. for conducting remediation year long programme with classroom teaching, in the form of Gnana Dhaara Learning Enhancement Program(LEP), which would aim to provide remediation to students from Classes 2nd to 10th in Languages, Mathematics and Sciences from 15th July, 2018 to 31st March, 2019 and meet the expenditure from the funds available under BE 2018-19.
- 8. The Secretaries, APREIS/APSWREIS/APTWREIS, MJPBCWREIS / Minorities Welfare/ KGBVs and Director, Model Schools are directed to provide Residential accommodation for conducting Gnana Dhara Programme.
- 9. The Commissioner of School Education, A.P., the State Project Director, SSA, A.P. and the Director, SCERT, A.P. shall take further action accordingly.
