- The Regional Joint Directors and District Educational Officers are aware that in several districts Mid-day meal workers' association, affiliated to CITU/AICTU, staged Dharnas demanding withdrawal of the proposed centralised cooking and other issues relating to Mid-Day Meals. The workers Unions have represented to the Hon ble Chief Minister on this issue.
- In this connection all the District Educational Officers are informed that though Centralized Kitchen are established the existing Cook cum Helpers (CCHs have to work in the School Kitchens for handling responsibility like boiling eggs (where required), serving the meals to the students in schools, etc. It was clearly instructed that the existing CCHs are to be continued. While according permission to the Centralised Kitchens in the reference read above it was clearly mentioned that the services of the existing Cook-cum-Helpers shall be utilised at the school point or adjusted in the cluster kitchens
- Besides, in the MoU to be made with the Agencies it is clearly specified that "The Honorarium for CCH will be paid 1000/- per month from the Government. The existing CCHs shall be adjusted in the related cluster Kitchens and schools. Second party shall support the existing CCH by Providing additional incentive@ 1500 to 2000 per person
- Further, in several video conferences, the Commissioner, School Education, has informed that he working Cook-cum-Helpers, working in the schools of centralized kitchens will continue and that their services will not be terminated.
- The Government would pay the honorarium to them as per the existing norms. The other issues including, enhancement of honorarium for CCH are under consideration of Government.
- All the RJDs and DEOs are, therefore, instructed to inform these facts to the Unions of Cook-cum-Helpers through letters, news, and Mass media and specifically highlight the point that Cook-cum-Helpers wil be continued in the respective schools and that their other grievances are under examination at Government level. The CCHs and Unions may be apprised of File No.ESE02-27021/101/2018-MDM -CSE the same and requested to avoid disruption of MDM cooking and serving at the Schools or at the cluster kitchens.
- Please communicate a copy of the DEO proceedings in this regards to this office without fail
