- in the circumstances reported by the Commissioner of School Education, AP, Ibrahimpatnam in the reference 2nd cited and in cancellation of the orders issued in the reference 5th cited and after careful examination of the matter, Government here by direct the Commissioner of School Education, AP to credit Earned Leave for 17 Days to the teachers, who have participated in Samaikhandhra agitation and atended the schools for thirty three 33 days on the public holidays, as deemed fit, subject to condition that Earned Leave cannot be encashed either at the time of retirement or at the time of surrender, as this leave is in the nature of Compensatory Leave for which encashment is not there.
- The Commissioner of School Education AP, Ibrahimpatnam is informed that the 17 ELs are to be credited and mentioned in the Service Register as "No. of EL at Credit + 17". Further, whenever the concerned employees apply for Earned Leave in future, the "+17" ELs have tobe debited in the first instance and then only the main credit. ( so that in future, at the time of retirement, the employees not to claim to add the same to the main credit, due to lack of maximum 300 for encashment facility)
- The Commissioner of School Education, AP Ibrahimpatnam shall take further necessary action in the matter accordingly.

- The attention of all the Regional Joint Directors of School Education and District Educational Officers in the State is invited to t he references 2nd read above (copy enclosed), wherein Govt. have directed the Commissioner of School Education, A.P., to credit Earned Leave for 17 days to the teachers, who have participated in Samaikyandhra agitation and attended the schools for thirty three (33) days on Public holidays, as deemed fit, subject to condition that the Earned Leave cannot be encased either at the time of retirement or at the time of surrender, as this leave is in the nature of compensatory Leave for which encashment is not there.
- Further, Govt. have informed that, the 17 days ELs are to be credited and mentioned in the Service Registers as "No. of EL at Credit + 17". Further, whenever the concerned employees apply for Earned Leave in future, the "+17' ELs have to be debited in the first instance and then only the main credit. (so that in future:act the time of retirement, the employees not to claim to add the same main credit, due to lack of maximum 300 for encashment facility). Therefore, they are therefore requested to take necessary action accordingly without any deviation.
- These proceedings should be followed scrupulously.

- 17 సంపాదిత సెలవులు(EL'S) మంజూరు చేస్తూ స్పెషల్ చీఫ్ సెక్రటరీ ఆదిత్యనాథ్ దాస్ గారు మెమో నెంబర్ 3957/services.II/A.1/2015 ను 23.01.2019 న జారీ చేశారు.
- దీని ప్రకారం ఈ సెలవులను నగదుగా మార్చుకునే అవకాశం లేదు. ప్రత్యామ్నాయ సెలవులుగా అవసరమైనప్పుడు వాడుకోవచ్చు.
- రిటైర్ అయ్యే సమయంలో EL'S 300 కంటే తక్కువ ఉన్నప్పటికీ వీటిని నగదుగా మార్చలేము.
- సర్వీస్ రిజిస్టర్ లో కూడా వీటిని EL'S నమోదు చేసే పట్టికలో ప్రత్యేకంగా నమోదు చేయాలి . ఇతర EL'S కు కూడరాదు.
- భవిష్యత్తులో మనం సెలవుల కోసం EL'S పెట్టినప్పుడు మొదట వీటినే వాడుకోవాలి.
