Details of the Orders:
- I wish to inform that, all the District Educational Officers in the State were instructed to conduct counselling to DEO Pool teachers i.e., who are identified as surplus during Rationalization and Teacher Transfers in 2017-18 vide reference 1st cited.
- Further, I wish to inform that, vide reference 2nd cited, the District Educational Officer, SPSR Nellore has submitted that, the SGTs who are working in the DEO Pool Teachers due to Rationalization of Posts in 2017 are allotted to the permanent places by conducting of counselling and they opted places and it is not a transfer counselling.
- And orders were issued to the teachers who are working in the DEO Pool due to rationalization of Posts in 2017.
- Further, I wish to inform that, the District Educational Officer, SPSR Nellore has submitted that, a letter was addressed to the Deputy Director, District Treasury Office, SPSR Nellore and requested to release the salaries to the DEO Pool teacher. But, still DEO Pool teachers salaries are not released.
- Further, I wish to inform that, the Regional Joint Director School Education, Guntur was requested to submit his report on this issue vide reference 3rd cited.
- Accordingly, the Regional Joint Director of School Education, Guntur has submitted his report vide reference 4th cited.
- Further, I wish to inform that, the Regional Joint Director School Education, Guntur has submitted that, in terms of G.O.Ms.No.29 School Education dated 22-05-2017, there is a provision to keep the teachers without vacancies after transfer counselling under DEO Pool and thus 129 SGTs are kept in the DEO Pool and as per CSE orders dated 23-08-2017, those SGTs. were given needy places on 08-09-2017 duly stating that this is purely temporally and its will not confer any right to the candidate on the place of vacancy and salaries to the teachers deployed under work adjustment hall be paid from the schools where they are adjusted, if no vacancy is available in that school, salaries of such teachers may be drawn from the available vacancy in the District. Accordingly, those teachers were kept at DEO Pool and they were giveii places temporarily on the need basis only in September 2017 and those were given paces permanently in the month of August 2019.
- In view of the above, I request you to issue instructions to the District Treasury Officer, SPSR Nellore to pass the salary bills of the teachers who are working in the DEO Pool due to Rationalization of Posts in 2017 and allotted to the permanent places by the District Educational Officer in August, 2019 as these are not comes under general transfers in terms of G.O.Ms.No.29 School Education dated 22-05-2017.
