Guidelines March Salaries Payment with Deferment/ Cut from Gross. Govt has issued guidelines and clarification for payment of March 2020 Salaries with deferment / cut. There will not be any Deductions from March 2020 Salaries. No CPS, NO APGLI, No GIS, NO PT will be deducted from March 2020 Salaries. Only Gross Salary will be paid with respective deferment as mentioned in the GO. In case of bills which are already uploaded for payments through CFMS, the deferment shall be centrally effected through CFMS Memo No. FIN01-HR0TFR(FINC)/5/2020-HR-V Dated: 01.04.2020
In continuation of the orders issued vide the G.O. cited above, the following further instructions and clarifications are issued.
Guidelines March Salaries Payment with Diferment/ Cut from Gross
- Sub:-Disaster Management Act, 2005 - COVID-19 pandemic - Payment of Salaries/ Wages/Remuneration/Honorarium/ Pensions – Deferment of Payments – Certain further instructions – Orders – Issued.

- 1. The deferment of Salaries / Wages / Remuneration/ Honorarium / Pensions as per the percentages prescribed in the above G.O. shall be on the Gross Salary/Emoluments without deductions / Recoveries.
- 2. In case of bills which are already uploaded for payments through CFMS, the deferment shall be centrally effected through CFMS.
- 3. The bills pertaining to the month of March, 2020 which are yet to be submitted to the Treasury/PAO shall be passed by concerned Treasury Officers under DTA/PAO/DWA with deferment as per the orders issued in the G.O. read above.
- 4. The deferment@10% ordered in respect of Class-IV, Contract/ Outsourcing personnel and the Village & Ward Secretaries employees, shall be applicable to all Honorarium payment such as Home Guards, Anganwadi Workers, Helpers, VRAs, etc.
- 5. The deferment shall be @10% in respect of Pensioners belonging to Last Grade Service and @50% in respect of other State Government Pensioners and @ 60% in respect of Pensioners belonging to AIS, as ordered in the above G.O.
- 6. Since, there are no deductions from Pay bills, therefore the concerned individuals shall be responsible for remittance of non-governmental deductions hitherto being effected through pay bills. In such cases, they shall submit an undertaking to the DDO before preparation of next month's pay bills that such remittance was made, failing which cumulative recoveries shall be effected by the DDO. The DDO concerned shall be held responsible for any failure in obtaining the undertaking.
- 7. The above instructions shall be equally applicable to the serving & retired employees of PSUs//Government-aided institutions/Organizations/Universities/Societies/Autonomous bodies/Semi autonomous bodies etc., in respect of the payment of Salaries/Wages Honorarium/Pensions.
- The Director of Treasuries and Accounts, Pay and Accounts Officer, Ibrahimpatnam, Director of Works and Accounts shall take necessary further action accordingly to implement the orders issued in the above G.O.
- All Special Chief Secretaries / Principal Secretaries / Secretaries to Government / Heads of Departments / PSUs / Government Aided Organizations /Institutions / Local Bodies, etc., in the State shall take necessary action in implementing the orders and following the instructions scrupulously.
