Panchayat Election Duty Exemption to Employees - Rules - Details. AP State Election Commission has issued a Circular to All District Collectors and District Election Authorities for Exemption of Election Duties for certain category of Employees in Gram Panchayat Elections in Andhra Pradesh. The Details of the Exempted Categories includes differently-abled persons, employees aged 50 years comorbidities on case by case basis in view of prevailing Covid-19 pandemic situation and pregnant and lactating women employees. I am enclosing the representation of Sri G. Ravindra Babu, State President, Visually Challenged Employees Association, Andhra Pradesh & State Level Committee Member, Accessible and Inclusive Election for PWD's, Andhra Pradesh requesting to exempt the differently abled employees from the election duties of ensuing Local body elections.

You are, therefore, requested to exempt the differently abled employees from posting on election duties to the extent possible.

AP State Election Commission has written a Letter to All District Collectors on 6th Feb with Lr. No. 293/SEC-B2/2021 Dated: 06.02.2021 as follows:

• Sub: - APSEC - ORDINARY ELECTIONS TO GRAM PANCHAYATS - Certain exemptions requested by the A.P.J.A.C Amaravarthi - Regarding 
• Ref: - Representation of Sri Bopparaju Venkateswarlu, Chairman, A.P.J.A.C, Amaravathi.

Under the circumstances explained in the reference cited, all the Collectors and District Election Authorities are requested to take action on the following.

• 1. The closing time of poll in respect of the Gram Panchayats located in Left Wing Extremist (LWE) areas of East Godavari District (7)  Mandals in Rampachodavaram Revenue Division and 4 Mandals in Yetapaka Revenue Division) have been changed from 3.30 PM to 1.30 PM as proposed by the Collector & District Election Authority, East Godavari, District due to security reasons vide this office Notification No.30/SECB2/2021, Dated 03.02.2021 and other Gram Panchayats as proposed by the respective Collectors & District Election Authorities on the similar lines and got approval from the State Election Commission.
• 2. The exemption to the pregnant and lactating women employees has been given vide this office Circular No.209/SEC-B2/2017
• 3. Instructions were issued to exempt differently-abled persons from the election duty to the extent possible vide this office Letter No.75/SEC-12/2021
• 4. To consider exemption of the employees aged 50 years and above with comorbidities on case by case basis in view of prevailing Covid-19 pandemic situation.

How to get Exemption for the above category Employees

• పైన పేర్కొన్న విభాగాల ఉద్యోగులు అనగా Lr. No. 293/SEC-B2/2021 Dated: 06.02.2021 రూల్ 2 ప్రకారం ఎన్నికల విధులలో పాల్గొనే ఉద్యోగుల ఆరోగ్య ఇబ్బందులు దృష్టి లో వుంచుకొని దివ్యాoగులు (వికలాంగులకు), గర్భిణీ/బాలింతలకు, దీర్ఘకాలిక జబ్బులతో బాధపడే ఉద్యోగులకు ఎన్నికల విధుల నుండి మినహాయింపు ఇవ్వమని కోరగా నేడు రాష్ట్ర ఎన్నిక అధికారి గారు వారి ఉత్తర్వులు Lr. No.293/SEC-బి2/2021 తేదీ 6.2.2021 ద్వారా ఈ క్రింద తెలిపిన విధంగా ఆదేశాలను రాష్ట్రంలోని అన్నీ జిల్లా కలెక్టర్లకు పంపడమైనది
• గర్భిణీ, బాలింతలు గా ఉన్న ఉద్యోగినులకు ఎన్నికల విదులనుండి మినహాయింపు
• అలాగే దివ్యాoగ (వికలాంగులు) ఉద్యోగులకు ఎన్నికల డ్యూటీలనుండి మినహాయింపు
• ప్రస్తుత కోవిడ్-19 పరిస్థితులు దృష్టిలో ఉంచుకుని, 50 సంవత్సరాలు దాటి దీర్ఘకాలిక వ్యాధులు (అనగా గుండె, కిడ్నీ, కాన్సర్ లాంటి) తో బాధపడే ఉద్యోగులను ఎన్నికల విధుల నుండి మినహాయింపు ఇస్తూ ఆదేశాలు ఇవ్వడమైనది
• అయితే మినహాయింపు కొరకు, ఎలక్షన్ రిటర్నింగ్ అధికారి లేదా సంబంధిత అధికారికి ఒక విన్నపం రాసి, దానికి తగిన ఆధారాలు, లేదా వైద్య ద్రువపత్రాలు మరియు ఎలక్షన్ ఆర్డర్ ను జతపరచి ఈ మినహాయింపు పొందవచ్చును.
• మినహాయింపు పొందకుండా గైరుహాజరు అవ్వడం వలన తదుపరి చర్యలకు బాధ్యులు అవుతారు. కావున సంబంధిత అధికారికి తెలియపరచి, వారి నుండి మినహాయింపు పొందవచ్చును.
