Keeping in view of extra ordinary work done by the Village / Ward Volunteers, the Government of Andhra Pradesh has decided to Recognize / Award the Best Performing Volunteers on an annual basis so has to motivate and inspire the Volunteers for better service of delivery to the citizens

The Hon'ble Chief Minister has instructed to volunteers Considering the vital role of the volunteers who acts as a catalyst for timely delivering services to the citizens. Government of Andhra Pradesh has decided to Recognize / Felicitate the best Performing Volunteers on annual basis.
The Director, GVWV & VSWS Department
has submitted the detailed proposal for felicitating the Volunteers in Three (3)
Categories: Seva Mitra, Seva Ratna & Seva Vajra and to hold the programs at
State, District & Assembly Constituency Level. The details of awards as follows VIDEO GUIDE.
Category-1 Level 1 - Seva Mitra
Appreciation to all qualifying volunteers
Eligibility Criteria - One year engagement with the Department and no complaints/ grievances.

- To be recognized with a Certificate, Badge and Shawl.
- Financial Incentive - 10,000/- per volunteer
Category 2 -Level 2 - Seva Ratna
Top 5 per each Mandal and Municipality 10 per each Municipal Corporation;
Eligibility Criteria
- Total: 4,010
- Level 1 + 100% Household Resurvey, 100% Pension Disbursement on 1st Day of the month and subsequent ranking in descending order
- To be recognized with a Medal, Certificate, Badge and Shawl.
- Financial Incentive - 20,000/- per volunteer
Category -3 Level 3 - Seva Vajra
Top 5 per each Assembly constituency;
Eligibility Criteria
- Total: 875
- Level 1 + 100% Household Resurvey, 100% Pension Disbursement on 1st Day of the month and subsequent ranking in descending order
- To be recognized with a Medal, Certificate, Badge and Shawl.
- Financial Incentive - 30,000/- per volunteer
The Volunteers in Level 3 and Level 2 will further be ranked based on the following Parameters. The ranking of the Volunteers in the above 2 levels shall be in descending order, starting with Seva Vajra and subsequently for Seva Ratna:
Apart from the above eligibility criteria, the performance of Volunteers based on door-to-door delivery of Rice Card, YSR Pension Card and YSR Arogyasri Card will also be considered. Further Qualitative feedback and exemplary work done in situation of Disasters like Covid 19, Medical Emergencies, Floods etc. will be considered.

In the context of recognizing and giving awards to the Volunteers and
conduct of felicitation program at Constituency, District and State Level, the Director
GVWV & VSWS Department has proposed Rs.261.65 Crores Budget requirement.
9. After Careful examination, the Government hereby approves the proposal of
Director, GVWV & VSWS Department and sanction Rs.261.65 Crores, subject to
meeting the funds from the Vote on Account Budget 2021-22.
10. The Government also hereby approves to launch the program on the
occasion of Ugadi Festival i.e., on 13th April, 2021 to felicitate the Volunteers.
All remaining Volunteers who are not falling under above level 1,2,3 will be given ordinary Badges (Nearly 38,000 Numbers).

SoP for Volunteers Award Programme is given below:
- i. This program will start from the auspicious day of “UGADI" at each Assembly Constituency.
- ii. List of Volunteers short listed through system validation will be furnished for cross verification. The award winners names shall be written at appropriate level as per the final list. The District administration is requested to verify, if there is any discrepancy in the stature of award and the performance of the volunteer at field level.
- iii. From "UGADI" onwards, every day one meeting at one Assembly Constituency shall be conducted. Every Day one Assembly Constituency level programme only to be conducted in the District. Venue for all Assembly Constituency meetings shall be selected and Tour plan must be kept ready by 1st week of April.
- iv.Action plan must be kept ready for Assembly Constituency level meetings. Every Assembly Constituency meeting must be attended by the District Collector, Superintendent of Police, Joint Collector (VSWS)
- v. In Every Meeting 3 to 4 Volunteers may share their experiences and best practices. Volunteers who have been elevated to higher positions using volunteer post as launching pad, may share their experiences.
- vi. Before commencing every meeting, a documentary film produced by GWW & VSWS Department may be exhibited.
- vii. Paper clippings and Photos of best practices of Volunteers may be displayed at Venue.
- viii. Tenders / RFPs were called for Procurement of shawls, Badges, Certificates and Medals and the same will be supplied at District level by the Suppliers.
- ix. District Level Committee may be constituted, headed by the Joint Collector ( WWS & D) & C.E.O., ZPP as Convener and D.P.O., A.D. (Textiles), Head Quarter's Municipal Commissioner and DLDOs as members. The Committee has to ensure the Quality and Quantity of Shawls which will be delivered at District Level by Suppliers. All the items shall be adhered to the specifications prescribed in Work Order and as per samples supplied.
