Hence all the Additional Project Coordinators of Samagra Shiksha in the state are instructed to follow the above clarifcations for conducting parent committee elections in a peaceful manner.

All the District Educational Officers and Additional Project Coordinators of Samagra Shiksha in the State may please note the following clarifications with regards to conducting parent committee elections

1 | The Parent Committees formed during June, 2021 may be continued or Election to be conducted afresh. | PC elections should be held only in those where the tenure (02 years) is completed. Rule 19 (ii) a (2) The term of an elected member will be for two years or the date of leaving from the school of the members child/ward, whichever is earlier. |
2 | The Parent Committees formed during December, 2019 may be continued or Election may be conducted afresh. | |
3 | There are certain Schools where the PMCs are not completed their tenure (02 Years) due to late commencement of election process. Now the Committees are demanding for continuation of their tenure upto 02 years. | |
4 | In some schools 02 children from same family are studying in different classes. They are asking for membership (two votes) for them citing para no. 06 of the guidelines for election for class representation. 6 | Intermediate examinations are being held in the concerned school premises. | In case designated school is venue for exams, timings can be adjusted accordingly or the nearby school building can be utilized for this purpose, duly notifying the place of election sufficiently in advance. Or the elections may be rescheduled with the approval of the District Collector |

8 | What is the income range stipulated for weaker sections | As per GO.Ms.No.50, Dt:01.10.2020, in rule 3, in sub –rule (1),- (i) for clause (5) of AP RTE Rules, the following shall be substituted, namely:- “(5). A child belonging to Weaker Sections means a child belonging to BC, Minorities and includes OCs whose parents’ income does not exceed Rs.1,20,000/- per annum in Rural areas and Rs.1,44,000/- per annum |

13 | In the schools where the strength is below 15 last year all the parents of the children are elected as members. Whether this procedure may be followed for present elections. | As per guidelines issued in 2019 there is no need to conduct parents committee election if the total strength of the school is less than or equal to 15. However, in such case all the parents will be included and treated as parents committee. |
14 | Whether the Children data available in the child info website only to be considered for displaying voters list or all admissions up to 15.09.2021 are to be considered | Parents of those children whose children names are yet to be included in child info are eligible, if they are admitted in the school on or before 15.09.2021. There should be recorded evidence in support of this admission. |
