The attention of all the Municipal Commissioners of 59 ULBs where Municipal Schools exists in the state is invited to the references cited and informed that, in the reference 2nd cited, certain instructions were issued for constitution of ULB Education Cell in the ULBs consisting Manager, Senior Head Master (HM) in the ULB, School Supervisors and 3 Ward Education and Data Processing Secretaries (Based on the Schools count) for attending the Education relating activities in the ULBs.

It is to inform that, various Teachers Unions have brought certain issues of Municipal Teachers to the notice of undersigned regarding pendency of updation of PF Accounts, entries in Service Registers & updation in e-SR portal, clearing of arrears bills, delay in processing of leave sanctions & related bills etc., and requested to resolve the above issues at an early date.
3. In view of the above, the undersigned has decided to strengthen the ULB Education Cell to resolve the pending issues pertains to the Municipal Teachers. Therefore, all the Municipal Commissioners of 59 ULBs (where Municipal Schools exists) are requested to add the superintendent/Clerk, who is dealing with the Education matters and services of Municipal Teachers, and other required staff in the ULB as a member in the ULB Education Cell, immediately, for strengthen the ULB Education Cell in the ULBs for effective monitoring of the Municipal Schools and resolving the pending issues of the Municipal Teachers with in time. The following are some of the important issues to be attended by the ULB Education Cell in the ULBs on priority basis;

- Updation of PF accounts of all the Municipal Employees and also arrive the total amount of each employee without missing any credits, along with accumulated interest and drawls of Part/final withdrawals and Temporary advances, recovered instalments, loan etc., and report to the State Education Cell, immediately. Clearing of all pending arrear bills viz., increments, pay fixations, DA arrears, PRC arrears, leave bills and other pending bills etc., and resolving of grievances relating to service matters of the Municipal Teachers, if any, pending at ULB by 30-10 2021, without fail. Updation of the serivice registers of the Municipal Teachers and the same enter in e-SR portal by 06-11-2021, without fail. Identify the slow learners from 6th to 10th classes and arrange additional/remedial classes for them in coordination with the Head Masters concerned. Monitoring of all educational programs/schemes/projects i.e., Nadu-Nedu, School ERP, LMS and other Government programs relating to Education being introduced by school education department as well as Municipal Administration department and report the status to the State Education Cell, regularly.
