  • All the Regional Joint Directors of School Education, District Educational Officers, Additional Project Coordinators, Samagra Shiksha in the state are informed that it is proposed to conduct the State Learning Achievement Survey (SLAS) - 2022 with the following objectives as a part of Supporting Andhra's Learning Transformation (SALT) with financial assistance by the World Bank .
  • a. Understanding students' grade-level proficiency and to a smaller extent, assist in understanding students' proficiency in lower grades, i.e. foundational concepts.
  • b. Understanding gaps in student learn ing . The results will be disaggregated at a State-level and District-level. Further, this data will give detailed insights for each district and compare districts on the learning levels.
  • c. To assess trends over time on key curricular areas and core competencies and help the state take necessary and relevant measures of the competencies and help the state take necessary and relevant measures of the interventions.
  • d. To analyse and compare trends in learning outcomes across gender, rural urban demographics, government, private and government­ aided schools, and socio-economic groups.

The assessment framework of SLAS - 2022 is as follows .

  • a. Students from Classes 4, 6 and 8 will be assessed .
  • b. SLAS will be conducted in 3 subjects and sample student will write two subjects in three combinations (Combo 1 Maths, English , Combo 2 Telugu, English Combo3 Mat hs, Telugu) and the tools provided by El.
  • c. SLAS is an objective, Multiple Choice Question tool - OMR will be used for evaluation of st udent s.
  • d. Sampling has been taken up by El through a Stratified Proportionate Sampling procedure to ensure representative sample across each district.
  • e. SLAS will be conducted in bilingual (Telugu and English) paper in schools of both private and government managements in a mix of Government and Private schools.
  • f. 44716 students of Class 4, 53032 students of Class 6 and 49365 students of class 8 will be assessed in Telugu, English and Maths duly following the said com binat ions .
  • g. DIET Students and Cluster Resource Persons will be the Field Invest igat ors.
  • h. SLAS will be conducted on April 21st, 2022.

Note:
  • Selected sample school should run with selected sample classes from 9.00 a.m to 4.00 p.m. In such schools other classes may follow half a day timings.
  • No school assembly for the classes in which SLAS is being administered as per the above schedule.
  • School questionnaire and teacher questionnaires should be filled by the concerned school Headmaster and respective class teacher on the same day.
  • School questionnaire and teacher questionnaires should be given by Fl at 10 .00 am to the Headmaster and class teacher and collected before leaving the school.
  • For classes 6th and 8th, Pupil questionnaires will be conducted by concerned Fl
  • Schedule for conduct of SLAS and activity details are at Annexure.
  • The SLAS is designed to test the learning levels of the students of grade 4,6 and 8 and to suggest learning improvement measures- it is NOT to test an individual child or school. Results/Analysis from SLAS will NOT be utilized for any performance points or otherwise- hence all DEOs, AMOs, Offlcials of SSA, MEOs, Head Masters and teachers are requested to ensure fair conduction of SLAS so as to bring maximum benefit to the state. Any malpractice will be viewed seriously and action taken against concerned persons.
  • Final selected list of sample schools will be communicated to DEOs on 18-04-2022 to all districts.
Therefore, all RJDSEs, District Educational Officers, Additional Project Coordinators of Samagra Shiksha in the state are requested to treat this as PRIORITY and communicate SLAS schedule to identified sample schools and managements in their respective districts and follow guidelines as mentioned in annexure.

Guidelines for conduct of SLAS 2021-22

SLAS is scheduled to be conducted on 21st April 2022 as per schedule above for set of sample schools in all districts
DEOs are requested to Communicate that the SLAS schedule to all stakeholders. It would be conducted for class 8, 6 and 4 in 3 subjects in combination of two subjects in a set of sample schools under Govt, and Pvt. Managements.

District Education Officer:
Instruct all selected sample schools Head Masters (all managements) to take necessary action in ensuring full attendance of students of Classes VIII, VI and IV on the examination days, i.e, 21st April 2022 respectively.
DEOs to take necessary action for strict maintenance of confidentiality of question papers at all levels.
DEOs should attend Video/Tele conference on 20.04.2022 with other district level officials on details of sample schools and conduct of SLAS
DEOs should ensure selection of Fis and shuffling of Fis to administer the exam be done by DCEB.
Selected list of Fis is to be submitted to SCERT on 15.04.2022
DEOs should conduct a meeting with MEOs of identified mandals, DyEOs, SSA officials to prepare for a smooth conduct of SLAS examination without any scope for malpractices on 18.4.2022.
DEOs to constitute a district level team to monitor conduct of SLAS survey with MEOs, Dy.EOs, SSA officials in their respective districts


DCEB Secretary

DCEB Secretary to take care of supplying of Class VIII, VI and IV question papers, background questionnaires and OMRs to concerned police station point.
DCEB Secretary should also strictly ensure that Question papers, OMRs are kept under strict confidentiality- they must ensure the same confidentiality at all levels.
Leakage of Q.P.s, mass copying and malpractices to be avoided at all levels and will be viewed very seriously.
Identifying list of Fis for invigilating SLAS.
Shuffling of Fis to nearby Mandals.
District level venue is to be identified for receiving the OMRs and other SLAS material.
Dispatch of packets containing OMRs of Survey and Questionnaires, to SCERT on prescribed dates has to be done.
District level control room is to be set up to address the queries while conducting the SLAS by sharing contact numbers.

Mandal Education Officer:

MEOs of the selected sample mandals are responsible to keep all Question papers and OMR sheets in the Police station, 1 day before the examination
MEO should inform all the Fis to receive the Q.P.s on the morning of the day of conduct of SLAS examination
MEO should give the confidential material from police station point to allotted school package on the day of survey to the allotted FI by 8:30 am.
MEO should constitute a 2-member team at the police station points responsible for distributing the school packages and receiving the same on the day of survey.
MEO to conduct a meeting with allotted FI on 20-04.2022 to prepare a smooth plan of action for storage, distribution and logistics during survey days.
While receiving packets from schools, packets from the schools should be received according to the checklist and see that not sample school is left out.
All the packets received i.e, OMRs of Telugu, English, Mathematics, Questionnaires, and used and unused test forms and questionnaires are to be sent to the district point on 21-04-2022.
Field Investigators (FI):
Selected Fis by DEOs should attend the district level training workshop on 18-04-2022 without FAIL.
Fis should go through the evaluator manual thoroughly for efficient conduct of SLAS.
Fis should verify the seals of the question paper bundles at the time of receiving the from Police station points.
All Fis from each district will be added in a Whatsapp group for smooth communication and information dissemination with state and district level officials
Fis will only collect the question papers and OMR packages on the morning of the day of Survey.
FI is the first level monitoring officer to ensure smooth conduct of SLAS survey without any deviations.
Fis will also ensure the accurate collection of background information of school, HMs and students.
After completion of examination, the exam OMRs must be neatly packed, without any damage and submit to the concerned MEO office, from there it will be sent in the same sealed form to the district DCEB office.

Head Masters of selected sample schools:
Head Master is the monitoring officer at the school level to ensure smooth conduct of the survey - it is the moral right to ensure zero malpractice
HM should also verify the seals of the question paper bundles at the time of survey.
HMs will ensure all necessary arrangements of students of Class VIII, VI and IV students have been made in advance for conduct of SLAS-HMs have to provide complete support to the Fis in providing data and monitoring.
On the day of survey, the class in which SLAS is being administered will be exempted from school assembly, so that the FI can conduct the exam within the time frame.
Make sure that the exam hall should be spacious and good ventilation.
Head Master should intimate to sample class students to attend the school without fail on the day of survey.
