ORDER:
Government of India have enacted the Right of Children to Free and Compulsory Education Act, 2009 and Government of Andhra Pradesh have issued Rules in 2010. As per Section 19 read with the schedule of the Act, Government have set the norms for number of teachers to be positioned from Class I to Class VIII based on the strength of students.

2. In the G.O. 2nd read above, Government have issued guidelines for re apportionment of teaching staff among various managements viz., Government, Zilla Parishad and Mandal Paraja Parishad Schools.

3. The National Education Policy, 2020 has observed that, "the gap between the current state of learning outcomes and what is desirable must be bridged by undertaking major reforms to bring the highest quality and integrity into the system from early childhood education through higher education" NEP has also drawn on the need to focus on ECCE and Foundation Literacy and Numeracy (FLN) as an urgent and necessary prerequisite to learning and also on the need for efficient resourcing and effective governance in School Education system.

4. The National Educational Policy, 2020 also suggested to restructure the school curriculum and pedagogy in a new design of 5+3+3+4 where the first five years is called the Foundational Stage (3 years + Grade 1-2), followed by Preparatory (Grade 3-5), Middle (Grade 6-8) and High School (Grade 9 - 12 in two phases i.e., 9 & 10 in first, 11 & 12 in second).

In the G.O. 3rd read above, Government have accorded permission for restructuring and relocating the existing Anganwadi centers and existing non residential schools run by State Government, Mandal Parishad, Zilla Parishad, Municipal and Tribal Welfare Departments schools into (i) Satellite Foundation School (PP1 & PP2) (ii)Foundational School (PP1, PP2, Classi & 2); (iii) Foundational School Plus (PP1, PP2, Classes 1 to 5);(iv) Pre High School (Classes 3 to 7 or 8);(v) High School(Classes 3 to 10) and (vi) High School Plus(Classes 3 to 12). The reforms are already at augmenting the available educational infrastructure and enhancing the synergy among various institutions. This will also facilitate implementation of comprehensive academic and administrative reforms with an objective of improving learning outcomes of children studying in government schools and make them future global citizens.

6. In the G.O. 4th read above, Government have also amended the Andhra Pradesh Right of Children to Free and Compulsory Education Rules, 2010 to facilitate the above structural reforms.

7. In the reference 5th read above, the Commissioner of School Education, has informed that, in order to improve the Early Childhood care and Education (ECCE) and the Foundation Literacy and Numeracy(FLN), Government have decided to provide subject teachers for teaching the students of Pre-High Schools and High Schools and prepared guidelines for reapportionment of teaching staff by providing Subject teachers for the classes 3 ind 5 th which were mapped to the Pre-High Schools / High Schools among various managements viz., the Government, Zilla Parishad/ Mandal Praja Parishad Schools and he has therefore, requested the Government to issue quidelines for reapportionment as per NEP, 2020 and to maintain Teacher Pupil Ratio as per RTE Norms in Government/ZP/MPP Schools duly superseding the earlier orders issued in the G.O. 2nd read above.

8. Government after careful examination of the matter, and in supersession of the earlier order issued vide G.O 2nd read above, hereby issue the following guidelines for re-approtionment of teaching staff among various managements i.e Government, Zilla Parishad and Mandal Paraja Parishad Schools, as per National Education Policy, 2020 and to maintain Teacher Pupil Ratio as per RTE Norms in the State:

At the District level, the District Educational Officer, shall prepare two statements showing the Mandal wise, School wise, students strength and the number of teachers required as per the norms appended (Annexure) to this order.

ii. After preparation of the statements, he shall place before the District Level Committee chaired by the District Collector consisting of the members as mentioned below:

The Committee shall undertake the exercise of the reapportionment of teachers. The committee is competent to reapportion the teacher posts / teachers in the Schools under Government / Zilla Parishad / Mandal Parishad as per the norms and guidelines issued as part of this G.O.

iv. The criteria for identification of reapportionment teachers shall be as follows:

  • a. When a post is found surplus and proposed for shifting to a teacher deficit/required place, if the vacant post is available, the same shall be shifted.
  • b. If there is no vacancy, junior most teacher shall be shifted.
  • c. If a senior teacher in the school is willing to work at the new school, he/she may be shifted.
ii. The Commissioner of School Education, A.P., shall issue further instructions with time frame to implement the above orders and shall complete the entire exercise of reapportionment, within the time frame allowed . He is the competent authority to issue such orders of clarifications / modifications, if any required in this regard in order to achieve proper implementation of the above orders.

iii. The Norms for reapportionment of teaching staff are placed at Annexure.
vi.9. The Commissioner of School Education, AP shall take further necessary action, accordingly, in the matter.
10. The MA&UD Department and Tribal Welfare Department shall issue necessary guidelines in this regard.

NORMS FOR REAPPORTIONMENT OF TEACHING STAFF

(a) Foundation Schools (PP1, PP2, 1st and 2nd classes):

1. RTE Act, 2009 mandates Teacher- Pupil Ratio (TPR) should be 1: 30 at primary level.
2. For ensuring Foundational Literacy and Numeracy (FLN) among the students of classes 1 & 2, TPR shaII be at 1: 30.
3. One SGT will be provided upto 30 enrolment of Classes 1 & 2.
4. Second SGT will be given from 31 enrolments of classes 1 & 2.
5. For every 30 additional enrolments, one more SGT will be provided.
6. If the enrolment is below 10 in Foundation school (Class 1 and 2), then the proposal may be submitted to the Commissioner of School Education, AP for further action in any of such cases.
7. It should be ensured that, No school is closed due to the restructuring / mapping of Schools.

(b) Foundation plus schools (PP1, PP2, Classes 1- 5):

1. One SGT will be provided for every 30 enrolment.
2. Second SGT will be given from 31 enrolments of classes.
3. For every 30 additional enrolment, one more SGT will be provided.
4. After 121 enrolment, One Primary School Head master post will be allotted.
5. If the enrollment is below 10 in Foundation Plus school(Class 1 to 5), then the proposal may be submitted to the Commissioner of School Education, AP for further action in any of such cases.

II. Pre-High Schools (Class 3-8):

1. In case of existing upper primary schools, the Classes 1 and 2 will function as Foundational Schools in same premises.
2. From classes 3 to 8 the following staff pattern is to be followed.

1. If the total is above 195, then the school may be upgraded as High Sch.ool subject to the availability of area and infrastructure without disturbing High School norms if any and provided that there is no High School within the radius of 3 KMs.
2. If the enrolment is below 98, instead of School Assistant s, SGTs will be provided as per RTE Norms i.e., 1:30.
All the Pre-High Schools having 7th class, shall be upgraded to Pre­ High School with 8th class

  • 1. For every additional section, one School Assistant post shall be provided as per the cycle: 1. SA(Maths), 2. SA(Eng), 3. SA(Telugu), 4. SA(SS), 5. SA(BS), 6. SA(PS), 7. SA(Maths), 8. SA(Eng), 9. SA(Telugu), 10. SA(SS), 11. SA(BS), 12. SA(PS), 13. SA(Hindi).
  • 2. The High school (A) having enrolment < 137, the Head Master and SA(PE)/PET post will not be provided. Senior most School Assistant will act as Head Master.
  • 3. The· High school (A) having enrolment > 138, One Head Master and One SA(PE)/PET post will be provided.
  • 4. After 401 enrolment, second SA(PE)/PET post will be allotted and third SA(PE)/PET post shall be allotted from 761 enrolment onwards.
  • 5. One Instructor shall be provided after 275 Enrolment. In Girls High School, Music/Dancing/Sewing/Weaving instructor shall be preferably allotted.
  • The Head Master of High School will be kept incharge in case any Foundation School(Primary Schoo l) Co-Located for classes 1st - 10 th.
