All the Additional Project Coordinators of Samagra Shiksha in the state are informed that instructions were issued in the reference 1st cited dated 19- 5-22 addressed to the suppliers XO Foot ware, Kores India and Vinishma Technologies to hold the supplies of Bags as certain deviations are observed in the testing reports duly certified that the samples are not matched with the tender specification.
In the reference 2 cited the suppliers are permitted to start the supplies as per the revised samples duly following certain precautions as mentioned.
In the reference 3 the suppliers are directed to collect back the under quality bags already supplied up to May 2022 and the same should be replaced with new bags as per the specifications.
In the reference 4 cited the Additional Project Coordinator of all Districts are instructed to return the under quality bags to suppliers concerned to replace with new bags to the students.
In the reference 5 cited the All the APCs are again requested to ensure whether the under quality bags which were supplied previously to the students or replaced with new bags or not and also requested to furnish the details of the poor quality bags identified, returned and replaced, and details of damaged bags to be returned, but no information is received till now. In the review meeting dated the CMOs of Visakhapatnam, East Godavari and Prakasam have informed that the under quality bags supplied up to May 22 in their districts were not replaced by the suppliers.
It is further informed that several adverse news items are published in several newspapers continuously on the issues of quality and size of the bag.
In this regard, it is informed that to identify the damaged bags in the district with the following defects (the relevant images are annexed)
Therefore the Additional Project Coordinators of Samagra Shiksha in the state are requested to issue necessary instructions to the concerned MEOs and School Head Masters to complete the above process by 07.10.2022 without fail and collect the bags and place in the district point for replacement of the same by the suppliers.
The suppliers are directed to replace the under quality bags and damaged bags with new bags as per the specifications immediately and submit the compliance report of replacement of bags district wise Mandal wise as per the tender conditions and the details of the damaged bags information is also visible in the concerned firm login.
