1.G.O. Ms. No. 159, General Administration (P.U.B) Department, Dt:26.12.2022.
2. Representations No. 203/NFB-AP, dt: 24.08.2022 and 27.12.2022 of the General Secretary, National Federation of the Blind India, A.P. Branch. 3.e-file bearing No.1921595 of the Director, WDAT & SC, A.P., Vijayawada.
ORDER:
Whereas, vide G.O 1st read above, orders were issued to implement the Attendance by Photography (Facial Recognition Based Attendance System) to all the employees of all the categories of Government Offices across the State i.e., State Secretariat, Heads of Departments, Autonomous Organisations, Collectorates, all Regional, Divisional and District Offices, Local Bodies, Mandal, Village level Offices, Village and Ward Secretaries including the persons working on Contract and Out-Sourcing basis, for the purpose of attendance and leave management (i.e., CL, Spl. CL, OH) w.e.f 16.01.2023;
2. And whereas, vide representations 2nd read above, it was represented that the procedure of attendance by FRBAS is not at all accessible for the Visually impaired employees;
3. Now therefore, after careful consideration of the representations in the reference 2nd read above and in the circumstances reported by the Director, Welfare of Differently Abled, Transgender and Senior Citizens, A.P., Vijayawada in the reference 3rd read above, Government hereby order to exempt all the visually impaired employees in the State from marking attendance through the Facial Recognition Based Attendance System (FRBAS) until the attendance systems are made accessible to the Visually impaired employees.
4. The ITE&C Department and the General Administration Department, shall therefore take further necessary action accordingly and issue suitable instructions to all concerned.
