The Government have taken up Mana Badi Nadu-Nedu (MBNN) programme in a mission mode in a phased manner in all schools in three duration from 2020-21 for year improvement of infrastructure components viz.,

Apart from the above infrastructure facilities in schools, under Nadu Nedu Phase-II, Interactive Flat Panels (IFPs) and Smart TVs are being provided not only to Nadu Nedu Phase-II Schools but also to the Phase-I Schools where the work has been completed. With synchronization with IFPs for learning at home, TABS are also being provided to class VIII students. Out of the total schools, there are 5,388 High Schools (non- residential).
3. The Director, Mid Day Meals & SS, in the reference 5th read above, has stated that there are reports from some of the districts, that thefts are taking place in certain schools, where valuable items from the schools provided under Nadu Nedu are stolen and damage to the furniture and movable assets provided in Nadu Nedu. In some places, drunken persons and anti social elements are also entering into the school premises at out of school hours, causing nuisance which is not conducive to the school atmosphere.

The Government have taken up Mana Badi Nadu-Nedu (MBNN) programme in a mission mode in a phased manner in all schools in three duration from 2020-21 for year improvement of infrastructure components viz.,
(i) Toilets with running water;
(ii) Drinking water supply;
(iii) Major and Minor repairs;
(iv) Electrification with fans and tube lights;
(v) Furniture for students and staff;
(vi) Green Chalk board;
(vii) Painting
(viii) Establishment of English Lab;
(ix) Compound wall;
(x) Kitchen sheds; and
(xi) Additional Class Rooms. Under Phase-I, 15,715 schools are taken up with an outlay of Rs. 3,669 Crores. Under Phase-II, 22,228 schools are taken up with an outlay of Rs.9,860 Crores. The remaining schools will be taken up in Phase-III. Under the scheme of Toilet Maintenance Fund, the cleaning chemicals and cleaning tools are being provided to all schools, apart from appointment of workers sanitary i.e., Ayas.

The thefts may cause financial loss to the State Exchequer. The Government having spent/invested lots of money in developing the infrastructure of the Schools, and hence, there is a dire need to keep the costly material/furniture safe and protected. Therefore, to take care/ protect all these items, and to prevent anti social elements entering into school premises, appointment of the night watchmen is very much essential.
4. The Director, MDM & SS, has therefore, submitted proposal to appoint Night Watchman @1 per High School in all the 5,388 Nadu-Nedu High Schools (non-residential) through Parent Committees, with an honorarium of Rs.6,000/- per month, subject to payment from Toilet Maintenance Fund (TMF).
a) First preference will be given to the husband of Ayah already appointed.
b) Second preference will be given to the Ex- Service men in the Village/Ward
c) If (a) and (b) are not available, then the Parents Committee may appoint
may appoint any other eligible person.
6. The Commissioner of School Education and the Director, Mid Day Meals & SS, shall take further necessary action accordingly, in the matteer.

5. Government, after careful examination of the matter, hereby issue orders for appointment of Night Watchman @1 per school in all the 5,388 Nadu- Nedu High Schools (non-residential) through Parent Committees, with an honorarium of Rs.6,000/- per month, subject to payment from Toilet Maintenance Fund (TMF), duly giving the priority to the following persons in appointment of Watchmen:a) First preference will be given to the husband of Ayah already appointed.
b) Second preference will be given to the Ex- Service men in the Village/Ward
c) If (a) and (b) are not available, then the Parents Committee may appoint
may appoint any other eligible person.
6. The Commissioner of School Education and the Director, Mid Day Meals & SS, shall take further necessary action accordingly, in the matteer.
