The attention of all Regional Joint Directors of School Education and District Educational Officers in the State is invited to the references cited and informed that the Government relaxed the existing ban on transfers of employees for the period from 22nd May to 31st May, 2023 and issued detailed guidelines/instructions in this regard. A copy of the Government order is herewith communicated.
It is observed that certain cases, i.e., office bearers, disability employees, health reasons, etc., in previous transfer counselling were not acted upon as per the guidelines issued by the government from time to time. Therefore, certain standard instructions/guidelines were reiterated below for consideration.
• Preference (3.v) shall be given to certain employees specifed in the guidelines.
• The visually challenged employees are exempted from transfers except when they make a specifc request for transfer. As far as possible, these categories of employees may be posted at a place of their choice subject to availability of a clear vacancy.
• Follow the guidelines specifed in Circular Memo No. GAD01- SWOSERA/27/2019-SW, GA (Services Welfare) Department, dt.15.06.2022 in respect of ofce bearers of all the Recognized Service Associations in the State at State level, District level & Division/Taluk level.
• Employees having any charges /ACB/Vigilance cases pending against him/her shall not be considered for transfer.
In view of the above, the under-mentioned officers are requested to take necessary action for the transfer of employees strictly in accordance with the instructions/guidelines issued by the government from time to time and ensure the implementation of the transfer orders in the most transparent manner without giving any scope for complaints or allegations.
Any deviation in this regard will be viewed seriously as per the rules in force.
