We are all aware that the Government of Andhra Pradesh have taken up several developmental activities in School Education Department for the overall improvement of infrastructure and provide best facilities to the children in government schools. Any government initiative will become successful only with the active participation of the stakeholders; in this case the parents.
All the Head Masters /MEOs /DEOs are informed that as per the Government orders refrence 1st cited, sub clause (5) (a) The School Management committee shall meet at least once in two months during the academic year. The frst meeting will be around the beginning of the academic year. The schools in the state have re-opened on 12.06.2023 and the government has already launched several prestigious programs, namely,Jagananna Vidya Kanuka,Jagananna Animutyalu, installation of IFPs and Smart TVs etc. Now the Government has decided to launch the Ammavodi program on 28 th June. Hence this is a right time to conduct Parents Committee meeting and to discuss all the developmental activities taken up in the schools and to plan for the better teaching learning outcomes in this academic year.
Ammavodi programme is a welfare scheme implemented by Government of Andhra Pradesh. The primary objective of the Ammavodi programme is to provide financial assistance to economically disadvantaged mothers or guardians in order to support the education of their children. Ammavodi program focuses on empowering the mothers with the noble objective that poverty of the parents should not become a reason for not educating any child in the state. The programme aims to increase the enrolment, reduce dropout rates and improve the overall literacy rate in the state. This programme was initially launched in January 2020 and every year around 44 lakh mothers are provided Rs. 13000 through Direct Benefit Transfer into their bank accounts and another Rs. 2000 is provided to the schools for the School maintenance and Toilet maintenance. Ammavodi has helped alleviation of the financial burden of the families and has been successful in encouraging parents to send their children to school.
In view of the launching of the Ammavodi Programme scheduled on 28.06.2023 the following instructions are issued to conduct Parent Commiittee meeting on 26.06.2023 or 27.06.2023 on the following agenda items duly involving the all stakeholders
This year, launching of the Ammavodi Programme scheduled on 28.06.2023. Hence, all the District Educational Officers in the State are instructed to follow the below instructions without any deviation:
• Parent Teachers Committee meeting should be conducted in all Government managed schools on 26.06.2023 or 27.06.2023 duly inviting all the Stakeholders i.e., all the members of Parent Committee, all Parents, Students and Village Heads.
• The Head Master of the concerned school should take initiation in conducting the Parent Teachers Committee meeting on the dates 26.06.2023 or 27.06.2023 by informing all the Stakeholders well in advance requesting them to attend the meeting and ensure that all the stakeholders to attend to the parent committee meeting without fail.
• The Head Master should make an arrangement for display of the videos of Jagananna Animuthyalu held on 20.06.2023 at Vijayawada. The video should be displayed to the stakeholders of Parent Teachers Committee in the committee meeting.In case of non-availability of the display devices, the Hon’ble Chief Minister’s message has to be readout. • The Head Master should readout the developmental activities taken up by the Government in the committee meeting for well awareness of the programmes among the stakeholders as detailed below:
1. JaganannaAmmavodi: This Programme is launched in 2019-20 to ensure that poverty of the parent does not come as obstacle in the way of educating their children. Under this scheme annual financial assistance of Rs.15000/- is being given to each unique mother/guardian belong to BPL families.
2. Mana Badi Nadu-Nedu(MBNN): This programme is intended to develop the school infrastructure to make the environment conducive to learning. This programme aims at providing and strengthening in 11 components in all Government school in phased manner. (i) Toilets with running water (ii) Drinking water supply (iii) Major and Minor repairs (iv) Electrification with fans and Tube lights (v) furniture for students and staff (vi) Green Chalkboards (vii) Painting (viii) Digital infrastructure (ix) Compound wall (x) Kitchen shed (xi) Additional class rooms. This facilities were provided in 15,715 school in Phase-I with an expenditure Rs.3,669 crores. This programme is implemented through Parents committees to inculcate a sense of owner ship and transparency and community participation. In Phase-II Mana Badi Nadu-Nedu ACRs are included with 11 components and works have been taken up in 22,344 schools with an outlay of expenditure Rs.8000 crores.
3. JaganannaGorumudda: To ensure the qualitative tasty and nutritious Mid-Day meal is served to the children, the Government have revised the menu duly enhancing the cooking cost. Five – eggs per week, 3 peanut jaggary (Chikki) and Ragi Java per week on alternate days are being served to the children. 15 variants of the items every week with more nutritional values are being served to the children. The Government is spending an amount of Rs.1,600 crores per annum.
4. Jagananna Vidya Kanuka(JVK): The Government providing each student a kit consists of a School Bag, Three pairs of Uniform Cloth with stitching charges, Belt, A pair of Shoes with Two pairs of Socks, Text books, Note books, Work books and an English-Telugu Oxford Dictionary and Pictorial Dictionary. Government have Spent Rs.2,324 Crores for the last three years benefiting nearly 45 lakhs children per year. It helped in improving the dignity of Government school students on par with other student studying in private schools.
5. Toilet Maintenance Fund (TMF): The Government is providing the Toilet maintenance fund for maintaining the cleanliness of the toilets, urinals, dress change rooms, wash basins and other associated items of the toilet complexes in all the Government schools, Government Junior colleges in rural and urban areas. TMF is the fund of Rs.874.88 Crore which has contributed from the Ammavodi scheme @ Rs.1000/- from each parent to safeguard the health of all students through maintaining clean toilets.
6. School Management Fund(SMF): The Government has set-up the School Management Fund of Rs.442 Crores which is contributed @ Rs.1000/- by each parent from the Ammavodi scheme for maintenance of all the assets and equipment created under Nadu-Nedu by attending to repairs in time as timely maintenance extends the life of the assets, buildings and infrastructure.
7. Subject teachers to the students from 3rd class to 10th class: In line with the recommendations of the NEP 2020, schools have been mainly categorised as foundational schools and High schools. Students of 3rd-5th classes are mapped with High schools within 1 kilometre radius and subject teachers are provided to students from classes 3-10 for ensuring better learning outcomes among children. Promotions were given to 2153 teachers to fulfil the requirement of subject teachers in all schools. 190 School Assistants have been promoted as Head Master Grade-II. All put together 2343 promotions have been given to teachers with this subject teachers concept.
8. Affiliation to CBSE: The State Government have observed the need for bringing in a curriculum of national standards, teaching methods and an appropriate assessment system to make the children studying in the Government schools in the state compete for the national and International competition in the long run with a focus in English medium and Government schools in the state will be affiliated with CBSE in a phased manner. So far 1000 schools have been affiliated with CBSE.
9. Curricular reforms: The Government have implemented several Curricular reforms from the academic year 2020-2021 with a greater focus on Foundational Learning and Numeracy(FLN). The textbooks of class 1-7 have been re designed with more focus on activity based curriculum. The highlights of new text books are pedagogy to acquire 21st century skills, promoting foundational literacy, building vocabulary, bilingual, energized with QR codes, maintaining global standards in Mathematics and Environmental science and promoting diverse view points. The text books for 8th class have been adopted from NCERT and customised with local content bilingual. The text books for class 9th are adopted from NCERT and customised with local content bilingual printed and supplied to the students for the academic year 2023-24. Classroom Based Assessment (CBA) has adopted by the state in association with Education Initiatives(EI) which is the agency of the World Bank Project
Supporting Andhra Learning Transformation (SALT). During 2023-24 three CBAs were conducted and the analytics were disseminated to all stakeholders.
10. Teacher capacity building: Keeping in view of introduction of CBSE syllabus, Teacher training on phonetics and pronunciation was conducted in association with English and Foreign Languages University (EFLU), Hyderabad. River Side Learning Centre (RLC), Ahmadabad, Gujarat and Learning Resource Centre (LRC), Hyderabad. All teachers who are dealing with class 8th are trained in handling class 8th in CBSE mode. Teachers are trained in the Standardized Test of English Proficiency (STEP) in association with The Hindu group. Class 8th students of this year will appear in 10th class public examination in the CBSE pattern during 2024-25.
11. One Junior college for Girls in each Mandal: The Government have established at least One Junior college for Girls in every Mandal. 292 High schools are upgraded as High school plus for girls, introduced plus 2 in all 352 KGBVs and converted 14 co-education junior colleges into girls junior colleges from 2022-23. Thus all 679 mandals have at least One Junior college for Girls.
12. Digital Learning- providing tabs to 8th class students and installation of IFPs , smart TVs in classrooms: The Government had an MoU with India’s largest Ed-Tech company and the creator of India’s most popular School Learning App BYJU’s in respect of the provision of access to BYJU’s products for students in classes 4-10 who are studying in Government schools. The Government procured 5.18 lac TABs for supply to the 8th class students during the academic year 2022-23 with an expenditure of Rs.686 crores. The TABs were also issued to the concerned teachers dealing with 8th class. The Government have further decided to supply Interactive Flat Panels (IFPs) to every classroom in all High schools ( Class 6 to 12 ) and Smart TVs in all Foundation schools ( class 1 to 5).
13. Internet facility to school: As Digital infrastructure is being provided to classrooms, the Government have decided to provide internet facility to all schools according to the feasibility of the schools.
14. Back to school programme: Programmes were conducted before re- opening of schools for enrolment of students and also organised special enrolment drives in remote and scheduled areas to bring the children back to school and to improve the enrolment in Government schools.
15. Special teaching to backward children in learning: Remedial teaching is offered to such children who are backward in achieving the prescribed learning outcomes particularly with regard to reading, writing and arithmetic.
• The Head Master should make an arrangement for display of the video massage of the Hon’ble Chief Minister of Andhra Pradesh in the committee meeting.
• The Head Master should readout the Hon’ble Chief Ministers Message and Pamphlet about the developmental activities taken up by the Government in the committee meeting for well awareness of the programmes among the stakeholders. The Pamphlet will be printed and supplied by the state.
• All the Head masters are requested to conduct Parent Committee meeting duly following the above instructions in a festive manner on 26.06.2023 or 27.06.2023 and record minutes of the meeting/resolutions and submit to the respective Mandal Educational Officers.
Role of MEO/DyEO: The MEO and DyEO should over all coordinate and guide the HMs in conducting the Parent committee meeting effectively. MEO should visit at least 20% and DyEO should visit at least 10% of the schools in his jurisdiction and submit day-wise report to the District Educational Officer concerned.
Role of APC/DEO: The APC/DEO should visit at least 5% of the schools in his jurisdiction and submit his report to the concerned Regional Joint Director of School Education.
Role of RJD: The should submit daily report Mandal wise and District wise consolidation to the state to the Commissioner of School Education/State Project Director, Samagra Shiksha. The RJD should visit at least 10 schools in his jurisdiction.
The MEOs/DyEOs/APCs/DEOs are requested to monitor the parent Committee meetings to be conducted in all Government schools without any deviations and submit reports to the state accordingly.
The District Educational Officers in the State are requested to inform all the Head Masters working under their respective jurisdiction to conduct Parent Teachers Committee meeting duly following the above instructions in a festive manner on 26.06.2023 or 27.06.2023 and to discuss the above agenda items of developmental programmes taken up in their respective schools in order to keep well awareness among all the stakeholders and also to record minutes of the meeting/resolutions and to submit the same to their respective Mandal Educational Officer/ Deputy Educational Officer.
Further all the District Educational Officers in the State are requested to instruct the Deputy Educational Officers, Mandal Educational Officers working under their jurisdiction to monitor the Parent Teachers Committee meetings to be conducted in all Government schools on 26.06.2023 or 27.06.2023 without any deviations and to submit reports to this office.
