All Regional Joint Directors and District Educational Officers in the State are hereby informed that the Department of School Education, Government of Andhra Pradesh, has scheduled a baseline assessment for 82,764 students of 10th grade across 1000 government CBSE schools. This assessment is designed to evaluate the students' preparedness for the CBSE SSC examinations in 2025. The assessment will be conducted digitally, covering the subjects of English, Mathematics, Science, and Social Science, following the schedule provided in the Standard Operating Procedure (SOP).

Instructions:


1. Assessment Preparation:

  • i. Ensure all necessary preparations outlined in the SOP are completed in a timely and efficient manner.
  • ii. Focus particularly on IT infrastructure readiness, ensuring the availability and functionality of tablets, stable internet connectivity, and proper software installation.
2. Communication and Awareness:

i. Head Masters must communicate the purpose, scope, and schedule of the assessment to students and staf, ensuring full participation.
ii. Emphasize the significance of this baseline assessment in guiding future remedial measures and academic planning.

3. Execution:

  • i. The assessment should be conducted in a structured and monitored environment as per the SOP. Proctors must remain vigilant, and IT support must be readily available to resolve any issues promptly.
  • ii. Head Masters are responsible for maintaining the integrity of the assessment, ensuring strict adherence to guidelines to prevent malpractices.

4. Reporting and Post-Assessment Procedures:
  • i. Upon completion of the assessment, securely collect the data and submit the required reports within the stipulated timeframe.
  • ii. Head Masters must ensure that all tablets and accessories are returned in good condition and that any necessary maintenance or updates are completed immediately.

5. Training and Orientation:

i. The IT Cell O/o CSE, will organize mandatory training sessions for all personnel involved in the assessment to ensure smooth execution.

6. Helpline Support:

i. A district-wise /zonal wise helpline teams have been established to provide support throughout the assessment process. Please refer to the annexure for contact details.

All Regional Joint Directors of School Education and District Educational Officers are requested to get involved in conducting the examination and ensure that the SOP, schedule, and helpline numbers are promptly and effectively disseminated to all field functionaries including the Head Masters within their jurisdiction. Further they shall ensure that the field officers liee MEOs/ Deputy Educational Officers/sectoral officers O/o APC, SS shall act as monitoring points of their jurisdiction.

The Assistant Director, IT section of the office of the Director of School Education, is instructed to guarantee that every student has access to a tablet with the required specifications for running the assessment software smoothly, and to ensure stable internet connections at all examination centres to prevent any disruptions.

STANDARD OPERATING PROCEDURE (SOP) FOR BASELINE ASSESSMENTS IN 1000 GOVERNMENT CBSE SCHOOLS, ANDHRA PRADESH

Purpose: To outline the procedures and responsibilities for conducting a baseline assessment for 82,764 students of 10th grade across 1000 government CBSE schools in Andhra Pradesh. This assessment aims to evaluate their readiness for the CBSE SSC examinations in 2025.

Scope: This SOP applies to all personnel involved in the preparation, execution, and reporting of the baseline assessment, including the Department of School Education, district education officers, school Principals/HMs, teachers, IT support staff, and Ei CARES platform operators.

Prerequisites for Execution

  • Devices: Ensure 1 device per student with uninterrupted internet connection throughout the test.
  • Blueprint Approval: Timely sign-off on the assessment blueprint is required to initiate test creation.
  • Data Collection: Schools must provide details of students in the prescribed format for school code and student ID generation.

Training and Instructions

  • Training Sessions: Conduct training for teachers and proctors on tablet usage and software navigation.
  • Student Instructions: Provide clear instructions to students on how to navigate the assessment.
  • Troubleshooting Guide: Prepare and distribute a user manual to address common technical issues

Security Measures

Responsibility: Head Master/Principal

  • Cheating Prevention: Implement measures to prevent cheating (e.g.. disabling certain tablet functions).
  • Data Privacy: Ensure compliance with data privacy regulations.
  • Authentication: Set up user authentication (individual logins) for each student.

Pre-Assessment Checklist

Responsibility: Head Master/Principal

Hardware Check

  • Device Functionality: Verify that all tablets are functioning properly.
  • Software Installation: Confirm necessary software/apps are installed.
  • Charging: Ensure all tablets are fully charged or have access to charging stations.
Environment Setup

  • Assessment Area: Arrange the assessment area to minimize distractions.
  • Spacing: Ensure adequate spacing between students to prevent cheating.
  • Comfort: Confirm that the environment is well-lit and comfortable.
Material Distribution

  • Tablet Distribution: Distribute tablets to students, ensuring each student receives the correct. device.
  • Accessories: Provide any necessary accessories (e.g., stylus. headphones).
System Check

  • Final Test: Perform a final test of the assessment software on all devices
Monitoring

  • Proctor Assignment: Assign proctors to monitor the assessment..
  • Vigilance: Ensure proctors are vigilant and responsive to any technical issues.

Technical Support

Data Collection

Responsibility: IT Cell

  • Data Security: Ensure all assessment data is securely collected and stored.
  • Response Verification: Verify that all student responses have been successfully submitted.
Tablet Collection

Responsibility: Head Master/Principal

  • Device Collection: Collect all tablets and accessories from students.
  • Damage Check: Inspect tablets for any damages or issues.
Maintenance

Responsibility: Head Master/Principal

  • Device Maintenance: Perform necessary maintenance on the tablets.
  • Software Updates: Update software/apps as needed for conducting of assessments.
  • Accessory Availability: Ensure the availability of chargers and other accessories for immediate charging needs.
Orientation and Training

Responsibility: Regional Joint Director/ District Educational Officer.

Participants:
  • Head Master and two School Assistants in each CBSE School.
  • Two active teachers in the Mandal and MIS.
  • District Nodal Person for digital initiatives.
  • District in charge at the state Command and Control Centr O/o DSE, Amaravati.
  • DyEOs of 74 divisions.
  • MEOs of the concerned Mandal.
  • Sectoral officers O/o APC, SS
The Mandal Educational Officers, the Deputy Educational Officers and Sectoral officers O/O APC, SS, have to monitor the conduct of examination at their jurisdiction. They should act as inspecting authority.

The Regional Joint Directors and the District Educational Officers shall get involved in the examinations personally
