Sub School Education Department - Creation of APAAR IDs for all students in : the State - Awareness for all stakeholders and parents – Consent Form from the parent / guardian of Class 9 and Class 10 Students under i Phase -1 - Orders Issued.
Ref:
a. Print and distribute necessary copies of the consent forms to Class 9 and Class 10 students. The related expenses can be covered by the school composite grant.
b. Ensure that every student receives a consent form before leaving for the Dussehra vacation. Class 9 and Class 10 students must return the signed consent form, accompanied by their parents, on the reopening day after the vacation.
c. Verify that the details provided in the consent form, such as Name and Date of Birth, match the Aadhaar details. Ensure validation of student information using the UID card.
d. Raise awareness among students and parents about the importance of the APAAR ID and the proper completion of the consent form. If required, call parents to explain the signifcance of the APAAR ID and guide them through the process.
e. Collect the signed consent forms from parents by 14th October, after the vacation.
f. Enter the details as per the provisions in the UDISE+ school login and upload the consent form.
b. Organize capacity-building sessions for MIS Coordinators, Mandal Educational Officers (MEOs), Head Masters (HMs), and Teachers.
c. Ensure that consent forms are uploaded in UDISE+ for all students in their jurisdiction including private schools.
d. Direct the Mandal Educational Officers I and II to focus on the entire process and ensure that all students are provided with consent forms on 1st October 2024 and efforts to reach out to the students absent on 1st October.
b. Care must be taken in respect of student absent on the last working day and to ensure that consent forms are reached to their homes.
b. Guide the parents to map the mobile number to Aadhar if not done.
c. Observe the MIS Reports in UDISE+ on APAAR ID creation and take necessary immediate action for completion of 100% mapping.

ORDER:
The attention of the RJDSEs and District Educational Ofcers in the State is drawn to the reference cited above wherein NEP 2020 emphasizes the importance of students empowering learners of all ages to develop the skills needed to thrive in a diverse world. To track the educational progress and achievements of students, a unique ID will be created for each student, known as the Automated Permanent Academic Account Registry “APAAR. ” This ID will be lifelong and will help in accessing educational resources, achieving the objectives of “One Nation-One Student ID. ”
2. The APAAR ID will serve as a gateway to the Digi Locker ecosystem, allowing students to digitally store all achievements, such as exam results, holistic report cards, learning outcomes, and other co-curricular achievements. The Ministry of Education, Government of India will generate APAAR IDs based on the Aadhaar Number of each student, requiring separate consent from parents. The collected data will be kept confidential, with the UID number masked when sharing data with government users.
3. In view of the above, all District Educational Offers in the state are instructed to disseminate information to all the field functionaries ensuring the creation of APAAR IDs to Class 9 and Class 10 students in schools of all managements (including private) by 14th October without fail.
4. The following are the activities to be done different stakeholders at each level.

a. Appoint a Nodal Officer for the APAAR ID project in each district to oversee the rollout of the ID generation process.b. Organize capacity-building sessions for MIS Coordinators, Mandal Educational Officers (MEOs), Head Masters (HMs), and Teachers.
c. Ensure that consent forms are uploaded in UDISE+ for all students in their jurisdiction including private schools.
d. Direct the Mandal Educational Officers I and II to focus on the entire process and ensure that all students are provided with consent forms on 1st October 2024 and efforts to reach out to the students absent on 1st October.
C. Mandal Educational Officers (MEOs) / Deputy Educational Officers (Dy.E.Os):
a. Instruct Head Masters to send consent forms home with Class 9 and Class 10 students on the last working day before the Dussehra vacation and collect them on the reopening day (14th October).b. Care must be taken in respect of student absent on the last working day and to ensure that consent forms are reached to their homes.
D. General Instructions:
a. Ensure the physical presence of parents while submitting consent forms at schools or while uploading the details in UDISE+.as a confirmation SMS will be sent to parents via the registered mobile number updated in UDISE+.b. Guide the parents to map the mobile number to Aadhar if not done.
c. Observe the MIS Reports in UDISE+ on APAAR ID creation and take necessary immediate action for completion of 100% mapping.
