It is to inform that, in the reference 1st cited above, the Government has permitted the Director of Public Health and Family Welfare and Chief Registrar of Births & Deaths AP, Hyderabad to open Registration Units of Civil Registration System under RBD Act, 1969 in the delivery Centre’s of Government Hospitals, Community Health Centre’s and Primary Health Centre’s in the State of Andhra Pradesh. Further designated the Chief Superintendent & Resident Medical Officers of Government General Hospitals (GGH), CSS/Dy. Civil Surgeon of Community Health Centre’s and Medical Officers of Primary Health Centre’s as Registrar of Birth & Deaths.
In the reference 2nd cited, the UIDAI Authorities has informed that, the Birth Certificates issued by the Government Medical Institutions may consider as proof of Date of Birth for date of birth Correction as valid document. Furthermore, in line with the notification issued by UIDAI on June 25, 2024, it is mandated that documents containing QR codes/ Bar code (In Digital formats) must only be accepted for scanning and uploading after verifying their authenticity via the source database. This can be done by using the QR code/ Barcode embedded in the document.
Further, UIDAI Authorities informed that, in the document list published on January 26, 2023 (on page 8), an important note under Point (a) specifies that updating the Date of Birth (DOB) for residents between the ages of 0-18 years requires a Birth Certificate issued by the authorized authority of the respective State. To verify the authenticity of the certificate, the following link should be used: https://dc.crsorgi.gov.in/crs/verifyCertificateeid & Certificates issued by AP MEESEVA shall be verified using certificate number through https://ap.meeseva.gov.in/IMeeSeva2/IMeesevaHome.aspx.
However, UIDAI has been observed that many birth certificates are being falsely issued from unauthorized sources, with fake URLs like https://crsgo.co.in/admin/web/index.php/auth/birthcertificate. Such fraudulent birth certificates are strictly prohibited. If any operator accepts or uploads a fake document, it will be rejected, and a penalty will be imposed on the operator.
Hence, the Birth certificates issued by Government Medical Institutions are only consider for Date of Birth correction in Aadhaar in addition to the certificates issued by the Panchayath Secretaries and Municipal Authorities.
In view of the above, the District Collectors are requested to issue necessary instructions to the Village /Ward Secretariats for following the guidelines issued by UIDAI on acceptance of Birth Certificates issued by Government Medical Institutions as Proof for Date of Birth correction in Aadhaar updation.
