AP Teachers Re-Apportionment  2025 Norms, In the Annexure of the Memo.No. ESE02-13021/4/2024-E-VII  Dated:09.01.2025, Govt has proposed the Re-apportionment Norms for Teachers in Andhra Pradesh. Basing on the Norms, Govt Order will be issued. AP Teachers Rationalisation Norms 2025.

NORMS FOR REAPPORTIONMENT OF TEACHING STAFF

I (a). Foundational School (PP1, PP2, 1st and 2nd classes):
1. 1 to 30: 1 SGT.
2. From 31 -60: 2 SGTs: As per RTE

I (b). Basic Primary School (PP1, PP2, Classes 1st - 5th ):
1. 1 to 20: 1 SGT.
2. From 21 -60: 2 SGTs: As per RTE

I (c). Model Primary Schools (PP1, PP2, Classes 1st - 5th ):

  • 1. School enrollment more than or equal to 60, one teacher per class i.e., minimum 5 teachers shall be provided.
  • 2. If enrollment is greater than 120, one Primary School Head Master post will be allotted.
  • 3. If enrollment is greater than 150, for every additional 30 students, one more SGT will be provided.
Exception 1: Where ever natural barriers/ artificial barriers exist, then only Basic Primary School will function in those places.

Exception 2: Model Primary School will be considered even though the enrollment is 45-60 in some exceptional cases.

Note: 
1) In normal cases, Model Primary School shall be established based on student enrollment.

2) In Exceptional cases, the School Management Committee (SMC) may propose the establishment of a Model Primary School based on factors such as its central location, the local community's needs, prevailing social conditions and available infrastructure.

II. Upper Primary Schools (Class 1st -7th /8th )


II. (a). Downgrade Upper Primary Schools as Model/ Basic Primary Schools
6th, 7th and 8th classes enrollment is less than or equal to 30 shall be downgraded to Model/ Basic Primary school and 6th ,7th and 8th classes students shall be shifted to nearby High Schools. II. (b). Upgrade Upper Primary Schools as High Schools:

If 6th, 7th and 8th classes enrollment is greater than or equal to 60, shall be upgraded as High School.

Note:- 
For classes 6th, 7th and 8th with an enrollment between 31 and 59 students, this may be reviewed on a case-by-case basis to determine whether the existing Upper Primary School should be downgraded or upgraded

Exception: If there are any natural barriers/ artificial barriers and if any High school is not available within the radius of 3 KMs, either the Upper Primary School may function or transport allowance may be provided to the students. Wherever Upper Primary School is to be continued, Secondary Grade teachers will be allocated as per RTE norms.

III High Schools (Class 6th  to 10th )

The High Schools having enrollment >76 Head Master and SA(PE)/PET post will be allotted.

The High Schools having enrollment <75, Senior most School Assistant shall act as Head Master. Only surplus PETs in the district will be allotted to these schools, if available.

If the enrollment is greater than 400, the second SA(PE)/PET post will be allotted and third SA(PE)/PET post will be allotted from 751 enrollment. Afterwards for every 350 students additional SA(PE)/PET will be allotted.

One Music/ Art & Drawing/ Craft post will be allocated to High Schools as per enrollment based on the availability of posts.

Vocational Instructors will be allocated to High Schools where ever the trades exist, as per the enrollment based on the availability of posts.

Every panel grade Headmaster has to teach any one of the subject from 6th to 10th class (not less than 8 periods per week).

School Assistant (Special Education) will be allocated in schools as per the enrollment of Children with Special Needs (CwSN).

Note:- If there are two SA(PE) posts sanctioned in school, one SA(PE) must be female.

The following Steps are to be followed -

(i). Cluster Level Committee:

Step 1: The Cluster Level Committee shall convene a meeting with all Headmasters (HMs) in the cluster to discuss the implementation of these guidelines.

Step 2: The Cluster Level Committee shall consider the Gram Panchayat as a unit for finalizing schools.

Step 3: The Mandal Level Committee and Cluster Level Committee shall sit together to complete the paperwork required for identifying the number of Model Primary Schools, Basic Primary Schools, Foundational Schools, Upper Primary Schools, and High Schools at both the Gram Panchayat and Mandal level.

Step 4: The Cluster Level Committee will explain the school structure to the parents and obtain the consent from parents of students in Classes 3rd to 5th (in High Schools with Classes 3rd to 10th /12th ) regarding their admission to nearby Model Primary School/ Basic Primary School.

Step 5: The Cluster Level Committee will explain the school structure to the parents and obtain the consent from parents of students in Classes 6th to 8th (in Upper Primary Schools with enrollment less than or equal to 30) regarding their admission to nearby High Schools.

Step 6: Review case-by-case basis wherever the classes 6th, 7th and 8th with an enrollment between 31 and 59 students, and decision may be taken to determine whether the existing Upper Primary School should be downgraded or upgraded.

Step 7: If there are any natural barriers/ artificial barriers and if any High school is not available within the radius of 3 KMs, either the Upper Primary School may function or Transport allowance may be provided to the students.

Step 8: Conduct School Management Committee (SMC) meetings to identify schools with sufficient infrastructure to establish Model Primary Schools in Gram Panchayats / Wards in Municipalities with more than one primary school.

Step 9: The location of Model Primary Schools shall be based on enrollment and infrastructure.

Step 10: More than one Model Primary School shall be permitted in a Gram Panchayat / Ward in Municipalities, if any other school(s) is having an enrollment greater than or equal to 60 students.

Step 11: If sufficient infrastructure is not available to establish a Model Primary School in one campus, the school can be operated in two campuses, with PP1, PP2, Class 1 and Class 2 in one campus and Classes 3rd, 4th, and 5th in another campus.

Step 12: Where ever natural barriers/ artificial barriers exist or if it is not feasible to establish Model Primary School, then only Basic Primary School will function in those Gram Panchayats/Habitations.

Step 13: In Gram Panchayats where a Model Primary School is established, all remaining schools within one KM radius will function as Foundational Schools.

Step 14: Assess the feasibility of upgrading Upper Primary Schools (with 60 or more students in Classes 6th to 8th ) to High Schools, considering available infrastructure and land.

Step 15: Publish the draft restructuring of School lists, Gram Panchayat wise and call for objections from all SMCs and finalize the restructuring of School lists, Gram Panchayat wise and submit the lists to Mandal Level Committee.

(ii). Mandal Level Committee:

Step 1: Mandal Level Committee shall convene a meeting with all Cluster Level Committees to discuss the guidelines regarding the reapportionment.

Step 2: Collect the data from all Cluster level committees with respect to Model Primary Schools, Basic Primary Schools, Foundational Schools, Upper Primary Schools and High Schools.

Step 3: The Mandal Level Committee once again call for objections from all SMCs on the above restructuring of School lists and finalize the number of Model Primary Schools, Basic Primary Schools, Foundational Schools, Upper Primary and High Schools to be established in that mandal.

Step 4: Mandal Level Committee shall consolidate all cluster level data in the mandal and submit the same to the District Educational Officer concerned.
