Attention of all the RJDSEs, District Educational Officers & Additional Project Coordinators of Samagra Shiksha in the state is invited to the reference 1st read above,where in the Additional Secretary,Department of School Education & Literacy, Ministry of Education,Government of India has informed that the meetings of the Project Approval Board for Annual Work Plan & Budget(AWP&B) for the centrally Sponsored Schemes of Samagra Shiksha and PM SHRI for the year 2025-26 will commence on 7th February 2025 and requested the State to submit the AWP&B proposals for 2025-26 online on the PRABANDH before 31st January 2025 for appraisal and approval of the PAB.
Therefore,All Regional Joint Directors of School Education (RJDSEs),District Educational Officers(DEOs),and Additional Project Coordinators(APCs)are hereby instructed to ensure effective planning, preparation,and timely submission of the Annual Work Plan & Budget (AWP&B)2025-26 proposals under Samagra Shiksha and PMSHRI in alignment with the following guidelines:
1.Conduct orientation trainings and convergence meetings with line departments at various levels as per the schedule for the preparation of Annual Work Plan &Budget (AWP&B)2025-26.
2.Issue necessary instructions to Mandal Educational Officers (MEOs),Headmasters(HMs),Cluster HMs,and Cluster Resource Persons(CRPs)for the preparation of mandal,cluster,school,and habitation plans,ensuring the completion of the Neighbourhood Format (144-column format)for access components such as:
a.Opening of new schools/upgradation of schools
b.Transport and escort allowances.
3.Maintain planning activity evidence,including:
a.Photos of the activities
b.School Management Committee (SMC)resolutions
c.Records of Grama Sabha meetings
d.Plans at school,habitation,cluster,mandal,and district levels (both hard and soft copies).
4.Compile a list of Grama Panchayat Development Plan(GPDP) proposals already submitted,specifically related to schools.
5.Identify and list the number of schools that have prepared Disaster Risk Management Plans,along with their soft copies,and submit them to the state office during the district plan appraisal.
6.Collect and document:
9.Coordinate with the concerned state sectorial officers as required until the final submission of the AWP&B 2025-26.
10.Ensure that all components specified under PM SHR1 Schools scheme for the designated PM SHRI Schools,shall be funded only through the PM SHRI Scheme.Any duplication with Samagra Shiksha may please be avoided.
11.Districts may try to focus more on equipping Secondary schools with class 9th and above with internet access, ICT rooms, Integrated lab or separate Science labs as required,ATL etc.The training and capacity building of teachers,as outlined in the NEP, needs special emphasis.
12.The Thrust of the Appraisal Exercise will be on Implementing the Interventions of Samagra Shiksha and recommendations of NEP 2020 in letter and spirit.
13.The proposals for each component/intervention must be developed in the following structure(not more than 1000 words each)to properly appraise and monitor:
All the above activities must be completed as per the timelines specified (Schedule is enclosed)to ensure timely submission of the AWP&B 2025- 26 proposals to PAB.

School Development Plan Preparation Guidelines 2025-26
School Development Plan Preparation GuidelinesGovernment and Aided Management School headmasters must develop the school development plan in coordination with their School Management Committee/Parent Committee and submit it to the concerned headmaster, who is preparing the habitation education plan.
Write the school's short-term and long-term goals to achieve the objectives of the RTE Act 2009, NEP 2020, and SDG Goals.
There are 22 items in the school development plan.
1) Section 1 - School Basic Information
2) Section 2 - School Report Card (UDISE 2023-24) (as of 30th September 2023) - School Profile, Staff, Enrollment, Facilities, etc. Particulars should be filled by extracting the School Report Card (UDISE 2023-24) from the portal https://src.udiseplus.gov.in/ by entering the school UDISE code.
3) Section 3 - Students coming from Residential Hostels - Class-wise & Gender-wise student particulars.
4) Section 4 - Out-of-school children Special Training Centers wise details (NRSTC, RSTC, Bhavitha centers, etc.), including CWSN (NRSTC, RSTC) children particulars to be filled.
5) Section 5 - Sanctioned Teacher Posts and Working Teachers, Vacant Teacher Posts, Teachers' qualifications information should be provided. Exclude Class 9th & 10th class teachers from the working position; show only School Assistant (SA), Language Pandits (LP). For identification of additional teachers, refer to the RTE Act norms in Annexure-II. Also, provide details of Existing Teachers' Education Qualifications, Professionally Trained & CPD Training status.
